What does the global header of .hbu file represent?

Pardon my ignorance, but I couldn't find an explanation of the set up of the .hbu file.

I understand that the first number is the # of attributes, and the third number is the number of levels*attributes (+none), but what do the other numbers in that line represent?

Following the header, I understand the next line shows the number of levels under each attribute, and the matrix beneath indicates which attribute is associated with each # of levels. Is this correct?
