Duplicate Incomplete Respondents with Unique ID/Password Field


Our client likes to look at data in the admin module among all respondents (completes and incompletes).  However, an issue we've run into is that when using the Unique ID field (formerly Password Field), we notice that there are sometimes duplicate ID's among the incompletes.  For example, an ID with multiple incomplete records or an ID with one complete record along with one or more incomplete records.

Can anyone explain why this is happening and what can be done to not allow for duplicate incomplete records?

For context, we usually do not define any ID's beforehand and we check the box to "Allow identifier values from external sources" in the "Define ID's" window.
