Sort vertically ranking question with other specify

I was just testing this question type with other specify and noticed the comment box does not display.

Is that intentional?

Let's say I have 10 items to rank  but I only want to rank my top 3.

It would be great to have a solution where a comment box can somehow fit into this scenario if ranked in the top 3?

I never tried working on this, but this was on bookmark and checklist but never got some free time to use this for our requirement.
