Incomplete block design

Hello all,
What is incomplete block design(IBD) and BIBD in the context of CBC? Does the process include design of alternatives or choice sets or both? Does it impact measuring interaction effect? In general what is the consequence of applying this method?What software can generate incomplete block design? Is it possible to design a fixed design (only one block) with this approach?

I do not believe the method is widely used today at all, but in the early days of multi-attribute designed choice experiments (choice-based conjoint) folks used BIBDs to place an experimentally designed set of concepts into choice sets.  

BIBDs are still used to make designs for a different class of designed choice experiments, best-worst or MaxDiff experiments.
